Back in July 2024 the Board of Peace (BoP), under the auspices of the Trump administration, unveiled a 15‑point plan meant to turn the fragile cease‑fire into a lasting settlement. The core ideas were simple:

1. Reciprocal steps – Israel would pull back its forces in phases only after Hamas and other militant groups verifiably laid down their weapons.
2. Governance transition – The National Committee for the Administration of Gaza (NCAG), a technocratic Palestinian body, would move into the Strip and start handling day‑to‑day civil affairs.
3. Weapon storage – Hamas’s heavy arms would be inventoried and kept under NCAG supervision while the group disarmed in stages.
4. Security guarantees – Both sides would agree to a timetable that linked each Israeli withdrawal to a corresponding Hamas disarmament milestone.

The plan was hailed as a “major milestone” by then‑President Donald Trump, who called it the first concrete step toward a two‑state solution in Gaza.
