The North Korean leader Kim Jong-un gave a speech "historic" before the highest authorities of the country's military, told the official news agency KCNA, explaining that the meeting was dedicated to "making point to a fundamental shift in the improvement of military capabilities "of North Korea. Local media, observers say, they wanted to refer to the hypothesis of a probable and imminent third nuclear test, in retaliation to the tightening of UN sanctions.
