India to adopt 'quiet diplomacy' on Kashmir

New Delhi will adopt "quiet diplomacy" to find a solution to the problem of Indian-administered Kashmir, India's home minister said. Speaking to journalists on the sidelines of an All-India newspaper editor's conference, P. Chidambaram said India is "not afraid of dialogue" and is "willing to talk to all shades of opinion in the state for a solution." "The solution has, however, to be honorable and acceptable to all" and will be announced "after the contours of the political solution assume a definitive shape," Chidambaram told journalists Wednesday in the capital of Srinagar. "But we are working on a quiet diplomacy," he said, adding that such efforts are "essential to take the process forward." Indian-administered Kashmir has been plagued with secessionist violence that has claimed more than 43,000 lives, according to official figures. Various non-governmental organizations and rights groups put the number of dead at twice the official figure. Chidambaram's announcement comes days after a senior separatist leader claimed that "international pressure was devolving on India to settle the Kashmir problem." The Organization of the Islamic Conference has appointed a special envoy on Kashmir, noted Mirwaiz Maulvi Umar Farooq, who heads the moderate separatist conglomerate, All Parties Hurriyat Conference. Though the home minister said that the "situation in the state had shown improvement," he blamed infiltrations across the "Line of Control" -- the de-facto border between the two nuclear neighbors in Kashmir -- as being a major problem "largely responsible for violence in the state." "The infiltration is taking place from Pakistan, and it has increased after the general elections. The infiltration is the cause for violence in the state. But there is a zero tolerance to the violence," he told the journalists.

Pakistan under attack again

Gunmen attacked at least two police offices in the Pakistani city of Lahore on Thursday, city officials said. Earlier, a suicide car bomb targeted a police station in the northwestern town of Kohat. Lahore came under attack once again on Thursday. Two police facilities and FIA building have been targeted by the terrorists in wave of attacks. Tehreek-e-Taliban Punjab, Amjad Farooqi Group, has claimed responsibility of attacks. In the first incident, five unidentified armed persons entered into the Federal Investigation Agency (FIA) building situated at Temple Road in Lahore and started indiscriminately firing due to which seven people including two attackers and three FIA Inspectors have been killed. This is the same building near the Regal Chowk Lahore which was attacked last year by the terrorists in which at least 25 people including 13 FIA officials were killed and over 100 others were injured. Police have sealed the area and relief activities have been started. The injured are being shifted to Ganga Ram hospital. Two of the injured succumbed to their injuries in the hospital. The FIA building has been cleared off and hostages have been released. Policemen have arrested a suspected person. In another incident, 10-15 unidentified persons including three women wearing police uniform entered into Elite Force training centre at Bedian Road and started firing in which three people were killed and eight injured. Police have cordoned off the area. Operation against the terrorists has been started. In March 2009, masked gunmen stormed the same Manawan police academy, unleashing a fierce firefight that left at least 27 dead. In the third incident in Lahore, unidentified persons have attacked the Manawan police academy with hand grenades and left three officials dead. Special police force started the operation against the terrorists. According to latest reports, Manawan police academy has also been cleared off.
