Official: U.S. Strategy in Afghanistan Will Move Soldiers Out Front

The official, who spoke on condition of anonymity because the review is not complete, said it would call for new garrisons in far-flung Afghan communities.WASHINGTON - The United States will change the way its forces are arrayed in Afghanistan as part of an overhaul of U.S. strategy in the flagging war, a senior defense official said Friday. President Barack Obama is expected to unveil a revamped plan for fighting insurgents in Afghanistan andPakistan next week. The official, who spoke on condition of anonymity because the review is not complete, said it would call for new garrisons in far-flung Afghan communities. That would help the U.S. hold ground against a resurgent Taliban-led insurgency, the official said. Under today's hub-and-spoke system, U.S. forces leave protected bases to conduct anti-insurgent operations. When they leave, insurgents come back. The forthcoming plan also places an onus on Pakistan to confront the threat of insurgents who use its territory as a sanctuary from attack by U.S. and allied forces, officials familiar with the program have said. The emerging plan contemplates a large build-up of Afghan armed forces and security services, to as many as 400,000, other defense officials said. That would be more than twice the number Afghanistan now has. U.S. military leaders have said an able Afghan military is the key to allowing U.S. and allied forces to leave.

Two Korean-American journalists detained

Two Korean-American journalists, who were filming across the Tumen River from the Chinese side of the border, were detained by North Korean officials, according to South Korean television reports.North Korean border guards have detained two female US journalists who were filming the communist state from the Chinese side of the frontier, a South Korean television station reported Thursday. YTN quoted a Seoul official as saying the guards crossed the border at the Tumen River into Chinese territory to arrest the two on Tuesday after they ignored warnings to stop the filming. It said the Korean Americans were employed by an online news company based in California but had no other details. Munhwa Ilbo newspaper separately reported the arrest of a US journalist surnamed Ming but said the incident took place along the Yalu river, which also marks the border. It said US and North Korean authorities were holding talks about her release. A US embassy spokesman in Seoul referred inquiries to the State Department, which had no immediate comment. South Korea's foreign ministry said it would not comment "because this is a matter between the US and North Korea."

Sudan refuses to reverse NGO ban

Sudan has rejected calls to reverse its decision to expel 13 foreign aid groups from the country, despite pressure from the US and United Nations Security Council members."The decision of the government of Sudan is a legitimate sovereign decision which we will never reverse," Mohamed Yousif Ibrahim Abdelmannan, Sudan's envoy to the UN, told the council on Friday. "This should not be a issue for discussion," he said. Sudan ordered the aid agencies out of Darfur after the International Criminal Court (ICC) issued an arrest warrant for Omar al-Bashir, the Sudanese president, earlier this month, over alleged war crimes in the western region. Sudan, which does not recognise the ICC, rejects the charge. Susan Rice, the US ambassador to the UN, told the 15-nation council on Friday: "We urge the international community to press the government of Sudan to reverse its expulsion edict and to ensure it does nothing to worsen an already grave situation. "President Bashir created this crisis," she said. "He should rectify it immediately." The UK, Austria, Uganda and several other countries have appealed to Khartoum to rethink its position.Sudan has maintained its position despite a rebel group in Darfur saying it was pulling out of peace talks with the Sudanese government after the aid agencies were expelled.

Khalil Ibrahim, the leader of the Justice and Equality Movement (Jem), told the Reuters news agency by telephone on Friday: "The movement cannot negotiate with the government of al-Bashir." Jem signed a deal with the Sudanese government after talks in the Qatari capital, Doha, last month, under which both sides agreed to undertake "good faith" measures. "There was supposed to be a conference [in Doha] after three weeks but we will not go," Ibrahim said. He said the government must allow the expelled aid agencies back into Darfur and free Jem prisoners before talks could resume.

iPhone 3.0 offers new operating system

Apple Inc unveiled an iPhone software upgrade with new features ranging from copy-and-paste and message notifications to picture messaging, as the company pursued further growth in a hotly-contested cellphone market.Apple on Tuesday unveiled next-generation iPhone software with copy-paste and multimedia messaging features but no sign of much-coveted Flash for digital video. Apple gave analysts and reporters a demonstration of the coming iPhone 3.0 operating system during an invitation-only event at the firm's headquarters in Cupertino, California. The software is available for outside developers interested in crafting mini-programs for popular iPhones and iPod Touch MP3 players but the operating system will not be publically released until mid-year. "It's a significant update," said Gartner analyst Van Baker. "When it ships, cut, copy and paste as well as multimedia-media messages will resonate most with consumers." IPhone 3.0 software will be a free upgrade for owners of the multi-function, Internet-linked mobile telephones. The new software will cost iPod Touch users about 10 dollars each. The improvements in iPhone 3.0 addressed some of the complaints that iPhones lacked functions basic in competitors such as the Blackberry Storm, the Google Android G1, and the as-yet-unreleased Palm Pre. Upgrades did not include being able to record video with iPhones or play video made using Adobe's ubiquitous Flash software; an omission deeply irking many iPhone owners.

Tourists to fly to the stars as soon as 2011

A company involved with Virgin's space tourism flight project announced the first trips up into space are set for 2011 from the US and 2012 from northern Sweden, with an initial price of 153, 000 euros. Nearly 300 tickets have already been sold.Short tourist flights into space are expected to begin launching from northern Sweden in 2012, one of the companies involved in the project said Wednesday. "We expect that the first tourist flights leaving from the United States will start around 2011 and that Kiruna (in northern Sweden) will be next about a year later, in 2012," Spacesport Sweden spokeswoman Johanna Bergstroem-Roos told AFP. The flights will be run by Virgin Galactic, owned by British tycoon Sir Richard Branson, which will first send paying customers around 110 kilometres (70 miles) above the earth from New Mexico in the United States.Virgin Galactic said Tuesday it had signed up five Nordic travel agencies that will be authorised to sell tickets for both the US and the Swedish launches, which will to begin with cost 200,000 dollars (153,000 euros) a piece, although the price will likely come down over time."We hope Kiruna will become Europe's main launch pad for the tourist flights," Bergstroem-Roos said, pointing out that the town located some 145 kilometres (90 miles) north of the Arctic Circle has been home to the Esrange Space Centre since 1966. "The suborbital flights that will be sent up with tourists are the kinds of flights we already run from Kiruna, although we today send crewless flights much higher up, to 800 kilometres," she said. "We are truly experienced when it comes to space missions." Kiruna is also already a magnate for adventure and wildlife tourists eager to see natural phenomena like the Northern Lights and the Midnight Sun, stay at the nearby Ice Hotel or set off on ski, dog sleigh or snow scooter trips.

Microsoft's supremacy is threatened by Firefox, Google Chrome and Apple Safari.Microsoft on Thursday released Internet Explorer 8, a new version of its ubiquitous Web browser, adding features which the US software giant claims makes it safer and loads pages faster.Internet Explorer 8 was available for downloading in 25 languages starting on Thursday at www.microsoft.com/ie8, the Redmond, Washington-based computer software giant announced in a statement.Microsoft said IE 8 was faster than previous IE browsers and included "leading-edge security features in direct response to people’s increasing concerns about online safety.""Customers have made clear what they want in a Web browser -- safety, speed and greater ease of use," Microsoft chief executive Steve Ballmer said."With Internet Explorer 8, we are delivering a browser that gets people to the information they need, fast, and provides protection that no other browser can match," he said in a statement.Microsoft said page load times had been speeded up in IE8 and the new version of the browser blocks "two to four times as many malicious sites as other browsers on the market today."Internet Explorer is the world's leading Web browser.According to the Internet research firm Net Applications, IE had a total browser market share of 67.5 percent in January.Mozilla's Firefox was next with 21.53 percent, followed by Apple's Safari with 8.29 percent and Google Chrome with 1.12 percent.

IPL seeks bullet-proof cars

India's Twenty20 cricket league organisers are looking for 80 bullet-proof cars and buses to transport players as they bid to secure government clearance for their tournament, according to local media reports.The Indian Premier League (IPL), scheduled to take place from April 10 to May 24, has yet to be given home ministry approval after security concerns escalated in the wake of the attack on the Sri Lankan team in neighbouring Pakistan. The Indian Express reported the IPL had said they needed 64 bullet-proof cars and 16 buses and wanted them within 15 days, while the Times of India reported the IPL's South African security consultants had approached an Indian company. "This is a recommendation that has been given to us. We're looking into it and we're hoping we will manage it," the Indian Express quoted an unnamed league official as saying. When contacted by agencies, an IPL official said they had no comment to make on the reports.

U.S. Budget Deficit Forecast to Hit $1.8 Trillion This Year

President Obama's budget would generate deficits averaging almost $1 trillion a year over the next decade, according to the latest congressional estimates, significantly worse than predicted by the White House just last month.The Congressional Budget Office figures, released Friday, predict Obama's budget will produce $9.3 trillion worth of red ink over 2010-2019. That's $2.3 trillion worse than the White House predicted in its budget. Worst of all, CBO says the deficit under Obama's policies would never go below 4 percent of the size of the economy, figures that economists agree are unsustainable. By the end of the decade, the deficit would exceed 5 percent of gross domestic product, a dangerously high level. Not surprisingly, Democrats and Republicans had different views on the figures. House Minority Leader John Boehner, R-Ohio,  said the report should serve as a wake-up call to the Obama administration. "Washington Democrats are learning a harsh lesson," he said in a statement. "Their unprecedented spending binge will have some very severe consequences for taxpayers now and future generations for decades to come." Boehner said both parties need to offer better solutions for creating jobs "by letting families and small businesses keep more of what they earn and restoring some fiscal sanity in Washington."

Israel: Netanyahu gets more time to form government

JERUSALEM Prime Minister-designate Benjamin Netanyahu, running out of time to form a coalition government, was granted a 14-day extension Friday by Israeli President Shimon Peres.Netanyahu has been negotiating with Labour Party leader Ehud Barak to try to broaden what would be a Likud-led coalition. The Labour Party is expected to meet on Tuesday to discuss Netanyahu's offer and to vote on whether to join his government. Netanyahu was originally given six weeks to form a government. He has so far been unable to woo moderate parties, including Labour and Kadima, into his government packed with right-wing allies. If he can't, Netanyahu may be forced to concede some key ministerial posts to nationalist Avigdor Lieberman's party, which would be the second-largest faction in the coalition government behind Likud.
